The province says it wants to help Quebecers deal with the rising cost of living, but help is not coming in the form of a cheque this time. Finance Minister Eric Girard tabled the province’s fall economic update on Tuesday. While he says Quebec isn’t necessarily headed for a recession, he warns the economy is stagnating.
