Prime Minister Justin Trudeau announced byelections in two ridings on Sunday, with voters in Winnipeg's Elmwood-Transcona constituency and in the Montreal riding of LaSalle鈥斆塵ard鈥擵erdun to choose new members of parliament on Sept. 16.
