The City of Montreal has started building another so-called sponge park as part of a flood resilience and adaptation program. It’s the latest in a series of measures in recent months by the city to protect against flooding from heavy rains. But debate continues over how best to help individual homeowners who are victims of flooding or deemed at risk. Global’s Phil Carpenter reports.
