Toronto punts rideshare cap plan to rework it again

A year after the city’s first failed attempt at cap on the amount of rideshare vehicles, Toronto is once against delaying moving forward with the plan. Dozens of people spoke out issues with the plan proposed by city staff which would have capped licenses around 80,000. Matthew Bingley reports.
