Small Quebec town introduces tax for treeless yards

A controversial measure to entice homeowners in a small Quebec town to plant trees in their front yards is coming under fire. Residents in Saint-Amable who don’t have a tree are being fined two hundred dollars per year. Tim Sargeant has the story.
