The death toll from the Saturday night incident at Vancouver’s Lapu Lapu festival has risen to 11 and dozens more are injured, Vancouver Police Department Chief Const. Steve Rai said in a Sunday morning update on the incident in a which a man drove a vehicle into the celebrating crowd.
