Thousands of residents of West Kelowna received a shock in their mailboxes, in the form of notices telling them how much more they’d have to pay for their new water treatment plant. But as Klaudia Van Emmerik reports, the city’s mayor is apologizing, saying the facts weren’t communicated properly.
