The House of Commons returned to session Monday and a new Speaker of the House — Liberal MP Francis Scarpaleggia — was elected. In one of his first duties as speaker, Scarpaleggia held a moment of silence to pay tribute to the victims of the Lapu Lapu festival tragedy in Vancouver which killed 11 and injured dozens more on April 26.
