The owner of a new beer garden in Bedford, N.S. says a municipal permitting issue is preventing him from opening up. Tony Makhoul says he’s sunk thousands into building the outdoor restaurant and is now afraid he’ll lose even more money if the issue drags on. Mitchell Bailey reports.
