A man accused of purposely running over a homeless woman in May knew what he was doing at the time, according to a psychiatric evaluation. Luigi Fragomele is facing a number of charges related to the incident that left the woman with a broken leg. As Dan Spector reports, prosecutors now say he cannot seek a defense of not criminally responsible.
