The Alberta government is seeking feedback on its proposed watercraft pass, aimed at keeping dangerous, invasive zebra and quagga mussels out of the province. It would mean a fee on everything from motorboats and jet skis, to canoes, kayaks and paddleboards, but as Noah Rishaug explains, those who’d be paying it say a fee isn’t going to change what’s going into the waterways.
