On Wednesday, Prime Minister Mark Carney said that Canada intends to recognize a Palestinian state at the 80th Session of the United Nations General Assembly in September. He said this move will be predicated on the Palestinian Authority carrying out “much-needed reforms” and holding an election next year in which “Hamas can play no part.”
