It’s being called a big win for democracy and the right to vote. A judge has just overturned a little-known rule barring thousands of Quebecers living abroad from voting by mail. The lengthy legal challenge was launched by a persistent Quebec City man while he was studying in England half a decade ago. Dan Spector reports.
