Montreal is responding to a series of incidents involving violence, hate, and extremism across the city in recent years. It’s now developed a new first-of-it’s-kind framework on diversity, equity and inclusion. But while the plan outlines 5 areas of focus, there are concerns over hate incidents and hate crimes being curiously absent from this policy. Phil Carpenter reports.
