Poor planning is being blamed for one of the reasons Montreal’s roads are in such bad shape and it’s only expected to get worse. That’s the conclusion of a critical report from the city’s auditor general. In some cases, according to the report, the money was there, but the work was never done. Tim Sargeant reports.
