Media were given a tour on Tuesday of the first phase of upgrades done to bring BMO Field up to FIFA World Cup standards. But while the work may be on schedule and on budget, the question of whether Toronto will be left paying more for its hosting duties continues to loom. Matthew Bingley reports.
