Ontario appeal court stays decision on 47 wards, Toronto will now have 25-ward model

The Court of Appeal for Ontario has granted the province's request to stay a lower court judge's decision that set aside a law slashing the size of Toronto city council. There will now be 25 wards in the Oct. 22 election. Matthew Bingley reports.
