The sister of a woman who's believed to have been one of the victims of Robert Pickton says it's outrageous that the serial killer will be eligible to apply for parole in 2024. Sandra Gagnon speaking out one day after the 20th anniversary of the beginning of the police investigation into Pickton. Rumina Daya reports.
