Howard Warren, a resident of Winnipeg’s Point Douglas area, spoke on Thursday as he and other residents reclaimed an area once occupied by a homeless encampment. Warren said during the clean-up that a burn-pit was discovered, which is used to keep the area clean from litter but does pollute the environment through the release of toxins in addition to posing a fire risk.
