Ontario Provincial Police (OPP) Commissioner Thomas Carrique testified Thursday at the Emergencies Act inquiry and said that being able to provide indemnification to tow truck operators was “critical” in compelling them. “Tow trucks were co-ordinated, they were organized – they appeared to be willing to proceed – many of them wanted indemnification which was something we could not provide them with without making additional arrangements through emergency provisions through the province. So when the Emergencies Act was invoked, that ability to provide that indemnification was extremely helpful,” Carrique said.
