Quebec has a shortage of about 50,000 daycare spaces. The need in parts of Montreal鈥檚 south shore is acute. As Global鈥檚 Dan Spector reports, one south shore woman says she鈥檚 ready to start a new one, but bureaucratic red tape is preventing her from moving forward.
